The Author: Lilibeth Acosta graduated with a degree in BSc. Agricultural Economics from the University of the Philippines at Los Banos in 1988 and was awarded a scholarship by the International Rice Research Institute Junior Researchers, Inc. With scholarships from the British Council and the Cambridge Overseas Trust, she pursued the MPhil. degree in Economics and Politics of Development at the University of Cambridge, England in 1991. As a scholar of the German Academic Exchange Service, she earned a Doctorate degree in Agricultural Economics at the University of Bonn, Germany in 1998. She worked as Economic Development Specialist at the National Economic Development Authority in the Philippines from 1988 to 1993. In 1998, she has been appointed as a research fellow at the University of Kyoto, Japan.
