Along with numerous articles, he is the author of two previous Cambridge University Press books, Rationalizing Parliament, Legislative Institutions and Party Politics in France (1996), and Deliberate Discretion? Institutional Foundations of Bureaucratic Autonomy (2002, with Charles Shipan).
