This report documents the major reductions in mortality achieved since 1950 in all countries and the shifting burden of disease from communicable to non-communicable diseases. It also documents how that shift has entailed a change in the age profile of mortality. To ensure universal access to the health system, the report suggests that health-care coverage be expanded by pooling resources and by implementing prepayment schemes.
