The Guidelines can be used at all stages of the policy making - from agenda setting and policy formulation to the implementation/review and evaluation. Application of these Guidelines is an important resource for the analysis of the approaches to review the progress towards achieving the Sustainable Development Goals (SDG), especially SDG 11.
