The story is set in rural Australia and covers aspects of true history of the regional cities and country towns, in particular, Mildura, Clunes, Daylesford, Ferntree Gully, Ballarat, and life on Flinders Island, Tasmania. The heroine is Mavis; her daughter Lara narrates her mother''s story while working for the Attorney General in Canberra. Lara, as a student, had been outraged by crimes against Aboriginals and the Australian Convicts. When she realizes her mother''s outrageous deeds, she becomes aware of crimes against women and children generally.
